Typical binary targets, like Tannerite, are banned for non-professional use practically everywhere in the world except for the USA, and even there, I am sure that the dangerous nature of the product prevents a lot of potential uses because of safety issues. However, a valid and safe alternative exists, which works very similarly to traditional binary targets, but while being completely non-explosive, and hence inherently safe.
