You do have an option to install the lights to the bottom of the trucks. I personally prefer install the mounting plate between the trucks and the deck to give a bit more clearance between the lights and wheels.

Shred lights are very bright and you can purchase head lights as well as tail lights. They have 3 modes you can cycle through: solid bright, solid dim, and flashing. Once you've installed the mounting plates the light pop on and off with ease. They are completely secure when attached to the skateboard and I actually leave them on at all times.
