The best harm reduction advice for drug users is “Never use alone,” according to the New York State Office of Addiction Services and Supports (OASAS). New York has adopted harm reduction strategies like that simple advice to reduce opioid overdose deaths. The state is also distributing naloxone, testing drugs for fentanyl and supporting needle exchanges. Research shows that users of syringe programs are five times more likely to enter drug treatment programs. The state’s strategy is informed by how HIV cases among intravenous drug users were successfully reduced. The term harm reduction is decades old and was used for the first time by the federal government in 2022 in President Biden’s budget proposal. In 2023, reporter Christopher Booker shadowed harm reduction workers in Hudson, NY, and Far Rockaways in Queens, New York City, in this report for MetroFocus.
