Six months after half of all life returned from the Blip, Sam Wilson encounters Georges Batroc and the LAF, a criminal organization that seeks to take advantage of the after-effects of the Blip to make profits. He, in his EXO-7 Falcon suit, finds the military plane hijacked and releases Redwing to cut a side door. The door blows off, and Falcon flies in.

Falcon and Batroc fight as the remaining LAF members put on wingsuits and jump out with Colonel Vassant in tow. Falcon follows them out of the plane and faces LAF helicopters, which Falcon has Redwing blow them up. Batroc and Vassant join other LAF members in a helicopter and approach the Libyan border, but Falcon arrives.

Batroc takes Vassant out of the helicopter, and Falcon blows it up. Vassant and Batroc enter another helicopter while a LAF helicopter arrives and fires missiles at Falcon. Flying close, Falcon manages to lure the missiles into the helicopter itself. He then flies into the last helicopter, grabs Vassant, and flies out as the remaining missiles hit it, but Batroc jumps out moments before and survives.
