Justice Jackson Argues 14th Amendment Wasn't Intended to Be "Race Neutral or Race Blind"
During a Supreme Court oral argument on whether Alabama's congressional redistricting map violates the Voting Rights Act, Justice Kentanji Brown Jackson makes the point to the state's solicitor general that the framers of the 14th Amendment didn't intend it to be "race neutral or race blind" and that it was written to provide a constitutional foundation for the Civil Rights Act of 1866.
