Georgetown University Law Professor Rosa Brooks suggested that new rules might be necessary for governing the use of lethal force by drones or other means as the U.S. pursues terrorist threats across the world. The former Defense Department adviser spoke at a forum on drones hosted by the new America Foundation. She noted that civilian casualties and other problems associated with drones also occur during conventional military operations
The New America Foundation hosted a forum titled "The Drone Next Door," a look at the expanding use of domestic drones, or unmanned aerial vehicles, by law enforcement, conservationists, journalists, hobbyists and others.
