Pennsylvania power plants may need to pay for their greenhouse gas emissions under a proposal from Governor Josh Shapiro. 



StateImpact Pennsylvania’s Rachel McDevitt reports Shapiro is offering the state-specific cap-and-trade plan as an alternative to the controversial RGGI program.
