US President Joe Biden has pledged that the federal government will pay the full cost to rebuild the Baltimore bridge that collapsed after being struck by a cargo ship.

The 948-foot contained ship smashed into the 1.6-mile Francis Scott Key Bridge in the early hours of Tuesday, sending cars and people plunging into the river below.

Rescuers pulled out two survivors, one of whom remains hospitalised, and were searching for more in the Patapsco River.
