Nigel Owens has declared that sanctions may have to be applied after Welsh assistant coach Neil Jenkins questioned referee Mathie Reynal on the field of play during the country’s Six Nations defeat to Italy last weekend.

World Rugby have announced a crackdown on the issue of water carriers randomly entering the fray, with French assistant William Servat also drawing attention to the problem while wandering in front of Italy’s Paolo Garbisi before the Italian out-half missed a match-winning kick in round three.

Dragons assistant Dan Baugh received a four-match ban and his club were fined last year for putting his hands on referee Ben Whitehouse in a URC game.
