(1) the government CAN regulate time place and manner, just not CONTENT (generally speaking, there are even exceptions to that)

(2) a private actor (a private person or non-government entity) CAN censor you

(3) symbiotic relationship: if a private person or organization receives federal or state funding, however, you can make the argument that it IS state action and you can sue the agency trying to restrict your speech for something called INJUNCTIVE relief

(4) it DOES apply to local and state agencies, NOT just the federal government due to the 14th Amendment through the Incorporation doctrine
