The terms “migrant” and “refugee” are often used interchangeably, but they have different meanings according to international law.
This distinction matters when responding to crisis, like the one unfolding in Europe right now, as growing numbers of migrants from Syria, Afghanistan, and Eritrea put pressure on European borders.
