Adobe Photoshop Elements has a new feature called Moving Elements (using the Adobe Sensei AI) that will let you select an area of a photo to be animated. You can also choose to have the sky or background animated automatically. Then you can choose the direction of the animation as well as the speed. You can also choose multiple directions for an added effect. Then you can save the animated picture as a movie file to share on social media etc.
