To get your dog to come when called you need a lead, treats and lots of patience. In this video: How to perfect your dog's recall I show how I get Dante (now he isn't lunging and barking at other dog) to come to me when I call him. If your dog is reactive or aggressive to other dogs please watch the beginning of the series and complete the steps before you advance to this stage.
