The United States Supreme Court will begin to hear arguments Monday on a case that could change the ability of cities to enforce penalties for people camping in public.
The case is called the City of Grants Pass, Oregon v. Johnson.
For now, cities cannot make it a crime to sleep outside if shelter space is not available.
