#20 Stuntwoman and a thief, female Getaway Genius from DCAU. Later she has smaller comic book roles.
#19 Penguin's chauffeur, bodyguard and his right hand woman. Actually same role than Mercy Graves has for Lex. Many smaller villain roles.
#18 Usually associated with Dick Grayson and Titans but in new 52 she replaced Clown Prince of Crimes himself when Joker was supposed to be dead after Batman v Joker-Endgame.
#17 Daughter of Carmine, Hangman Killer in the Dark Victory and secondary villain in the Long Halloween.
#16 A chameleon serial killer who has impersonated Bullock and later Bruce Wayne in an attempt to take over Wayne Industries.
#15 kleptomaniac cat burglar, main villain in two stories and then smaller roles and cameos. Probably the most misused Bat-villain but I try to give her some respect here so #15.
#14 Female version of Clayface. She was initially a villain of Batman and the Outsiders, later a member of the Mudpack and the lover of Preston Payne's third Clayface.
#13 The first female batman villain ever from -39, vampiress and sister of the Monk. She lures young women as sacrifices to her brother.
#12 Sister #2 and her father's enemy, the main villain of the Death and the Maidens story when she tried to brainwash her sister against her father and take over the League of Assassins and actually succeeded.
#11 Poisonous snake woman with weremonsters, a femme fatale associated with the League of Assassins and Intergang.
#10 Female version of Reaper and main villain in the animated film Mask of Phantasm. Main comic book appearance in the comic book series "Batman/Catwoman" in 2021 so extra points for that.
#9 After Wesker's death, she took control of the Scarface dummy (or vice versa) and posed as a notorious crime boss until Flashpoint and New 52.
#8 Master of knives and toxins, Joker's sidekick after #4. She has managed to do more in two years than a character lower on this list (this tells you how rarely they are used). Probably in two years he will be in the top four.
#7 Gotham's pale queen of the night. She enticed men to commit crimes for her so she could live a life of luxury. Later, he is a vampire and the villain of Batwoman.
#6 Francine, the wife/lover of Kirk the original Man-Bat. There is always been She-Bat too when the serum has been present.

#4 Little bit overused character nowadays. Villainess with Joker and #1 but good solo stories are missing where she is the main villain against Batman. Is there any?
#3 Originally "looking for an heir" was Ra's plan for Gotham. She was sent to seduce Batman and take over Wayne Techs and Gotham, this was original plot in Bronze Age and Ra's actually admitted it but plot was screwed up when she fell in love. Later, she was obsessed with that plan so she "raped" Batman to get her heir to replace Ra's with Damian but that plan also screwed up because Damian decided to follow his father Batman instead of her. When her sister #12 pushed her deeper in the darker side she took control over the League and cloned her son to replace her original son with him who actually killed Damian and then she almost blew up whole Gotham with a nuke and poisoned Batman until Batwoman killed her.
I say this so that no one complains that she is not an enemy which she truly is. Actually everyone on this list from #1-#7 has been on the good side too.

#2 Car burglar and Batman's main female enemy from 40s to 70s. Since 80s he rarely has been a foe except on a few occasions (Batman Killing Time 2022 is the latest and a rare exception these days).

HM1: Terrorist from Batman the Animated Series. After this some cameos.
HM2: Running bunny woman in her underwear from new 52 era. Couple of stories and some cameos.
HM3: Assassin and right hand woman of King Snake. More Tim Drake's and Bargirl's enemy than Batman's.
HM4: Marine biologist turned into a killer whale. She appeared in couple of stores then she was killed off.
HM5: Bruce's short time girlfriend, femme fatale who was a member of secret society called Black Glove contolled by Dr Hurt, #3 killed her.
