In October 2014, Rory Moroney was arrested for lewd conduct and indecent exposure by an undercover Long Beach police officer at Recreation Park. In April 2016, a Los Angeles County Superior Court judge ruled that Moroney's arrest was unconstitutional.

Moroney's civil lawsuit against the Long Beach Police Department recently settled out of court for an undisclosed amount. Around the same time, the San Jose Police Department settled a class-action lawsuit filed by five plaintiffs who were arrested in 2014 and 2015.

Both police departments say they no longer conduct decoy operations involving non-monetary lewd conduct.
