With the result of Everton's 2nd breach of PSR expected in the next few days, news has come out today that the Premier League is looking to change their PSR rules completely and introduce a system that involve no point deductions and instead sees financial penalties for overspending.

The new system discussed is called the "luxury tax" which has been adopted in American sports such as the National Basketball League, where people are allowed to spend over budget, but will be heavily sanctioned and fined. These financial penalties will then be redistributed to clubs that have abided by the regulations.

A system of 'anchoring' has also been discussed. It is a form of salary cap where the amount any club can spend is directly related to the wage bill spent by the bottom club. So if Sheffield United, for example, finish bottom with an annual wage bill of £50m, every club would have a set multiple of that figure to spend for the following season. Again, if a club breaks that cap, they pay the fine.
