Are legacy autos hiding their demand for ICE vehicles, and using the chip shortage as a scapegoat?

Is it possible the consumer demand is also drying up for ICE vehicles, and that is another reason that legacy have such limited supply. They are trying to downsize to save costs. But saying it's because they have a chip shortage, rather than a demand problem.

Whilst Tesla are are still able to deliver more cars every quarter.
