How to know when to replace a caster:

Check the swivel: A good caster should be able to move easily with a push [00:25]. If it's difficult to move, it may be time for a replacement.
Check the legs: Look for any bends, cracks, or damage to the legs of the caster [00:32]. These can indicate that the caster is no longer safe to use.
Check the wheel assembly: Make sure the wheels are in good condition and there are no flat spots. The bearings should also rotate easily [00:38]. If the bearings are stiff or damaged, the caster will need to be replaced.
Sealed bearings: For casters with sealed bearings, give them a push and see if they spin at least once [00:43]. If they don't spin freely, it's a sign that the bearings are worn out and need to be replaced.
Push-pull force: With a good quality polyurethane caster, you shouldn't notice a difference in the force required to push or pull it over the course of the first 1-2 years [00:50]. If you start to feel more resistance, it's a sign that the caster is wearing out.
Tips for checking caster condition:

Look for any grease coming out of the bearings, especially if the bearings are not sealed [01:02]. This is a sign that the bearings are failing and need to be replaced.
If the caster is difficult to move, even after checking the swivel and bearings, it's probably time to replace it [01:05].
