In the early 1980s, the commanders of the Air Forces of the leading European countries found themselves in a difficult situation: the first and second generation fighters that entered service in the 1950s and 1960s were gradually becoming outdated – both in terms of their design and their age. Yet a fully-fledged overhaul of them was not being envisaged.

The German Air Force at that time was equipped with Lockheed F-104 Starfighter and McDonnell Douglas F-4 Phantom II aircraft.

In the British Air Force, the Phantom F-4K / M and the English Electric Lightning F-3 both dominated.

Whilst in the Italian it was the Lockheed F-104 Starfighter and Aeritalia FIAT G.91.

Against this unfavorable backdrop in Europe , the United States tried to promote their – at that time - new General Dynamics F-16 Fighting Falcon aircraft, which are still in service to this day and constitute the backbone of the air force wings of many countries.

But for strategic reasons European countries with advanced aircraft construction did not want to buy American aircraft. Abandoning their own R&D would have meant the loss of their industry and technology. After all, the creation of fighters is a scientifically intensive process that affects the overall technological development of a country.
