EU Journal of Regulations, Titanium Dioxide and Potential Health Concerns:
New EU regulations mainly focus on the use of titanium dioxide powder as an additive in food and medicine. I'm not sure if this has any impact on the use of titanium in bottles, but I'm including it for reference if you'd like to look into it more.
