For the United Federation of Planets, having a standing army is a necessity: the hostile civilizations surrounding them on all sides, such as the Cardassians and the Dominion, tend to conquer planets on the ground instead of trying to blast their surfaces to dust. To defend it's citizens, the Federation needs a strong military to prevent planetary invasions, and repel them when necessary.
