Apnea test is the "sine qua non" test done for confirmation & certification of brain death, thus the patient is prepared for organ donation afterward.
Certain prerequisites to be met before doing this test are :
1) Presence of sever irreversible brain damage due to an identifiable cause.
2) Absence of any treatable confounding clinical conditions.
3) Absence of brain stem reflexes.
Once all these criteria (1,2 & 3) are met, then only Apnea test is done to confirm brain death, as demonstrated in the video.
