Oceans contribute nearly US$1.5 trillion to the global economy and employ close to 60 million people, most of whom are small-scale fishers in the developing world. But coastal communities don’t capture or retain much of the wealth from the resources that lie just off shore. Meanwhile, their communities have little or no access to formal financial services, like insurance, savings accounts or affordable loans.
