Dead Hand ("Perimeter" System, with the GRAU Index 15E601) is a Cold War-era automatic nuclear weapons-control system. An example of fail-deadly and mutual assured destruction deterrence, it can automatically trigger the launch of the Russian ICBMs by sending a pre-entered highest-authority order from the General Staff of the Armed Forces, Strategic Missile Force Management to command posts and individual silos if a nuclear strike is detected by seismic, light, radioactivity, and pressure sensors even with the commanding elements fully destroyed. In order to ensure its functionality the system was originally designed as fully automatic, and with the ability to decide on the adequate retaliatory strike on its own with no (or minimal) human involvement in the event of an all-out attack. Upon activation and determination of the happening of a nuclear war, the system sends out a 15P011 command missile with a special 15B99 warhead which passes commands to open all silos and all command centers of the RVSN with appropriate receivers in flight

"Мертвая рука" (система "Периметр" индекс УРВ РВСН — 15Э601), - комплекс автоматического управления массированным ответным ядерным ударом. Предназначен для гарантированного доведения боевых приказов от высших звеньев управления до командных пунктов и отдельных пусковых установок стратегических ракет, стоящих на боевом дежурстве, в случае ЧП, когда линии связи могут быть повреждены. Для обеспечения своей функциональности система изначально была спроектирована как полностью автоматическая и обладающая способностью самостоятельно принимать решения об адекватном ответном ударе без участия человека в случае тотальной атаки. После приказа, полученного от высших звеньев управления РВСН на специальный КП, происходит запуск командной ракеты 15П011 со специальной головной частью 15Б99, которая в полёте передаёт команды на пуск всем ПУ и КП-ам РВСН, имеющим соответствующие приёмники.
