In Lebanon, power blackouts are frequent: there is often just one hour of power a day. 'The electricity sector symbolises the system’s corruption', says oil and gas expert Laury Haytayan. One repeated power station failure has been blamed directly on corruption: 'when [the oil] arrived in Lebanon, they tested it at the Ministry’s oil installations. The results came in on spec. But when an external party tested it later, it wasn't on spec', says lawyer Wadih Akl. What emerged was that meanwhile the oil had been diluted with additives to increase the quantity. On top of power outages, lax safety measures at power plants pose a health hazard - with little being done to address this.'When I see chemical waste here, I get worried', says scientist Dr Najat Saliba.
