Water Damage from a broken pipe above flooded this ceiling and soaked the drywall. The water sat above the drywall and weakens the paint, the paint and some paper then sagged creating these paint blisters. This is not uncommon, we drained the water out of the blisters and then later removed the damaged drywall. Air movers and Dehumidifiers were set up and monitored to finish processing this job.
