I manipulated the translation a little bit to make it fit with the context of the series. This scene is from Little Busters. In this anime the main topic is about friendship so I wouldn't say that the "I love you" parts are meant to be romantic love. Madoka wouldn't let the world come crashing down just to save Homura, or at least that's what I think, but I know she would try very hard to save her as well, 'till the last moment. Here, Homura's world is disappearing and she will disappear too, with it.

Es un animé focalizado en la fuerza de la amistad así que no diría que los "te quiero" son románticos. Madoka no permitiría que el mundo se viniera abajo sólo para salvar a Homura, o al menos eso es lo que yo pienso, pero sé que insistiría hasta el último momento para poder salvarla también. Acá el mundo de Homura está desapareciendo y ella lo hará también.
