Communities secretary Michael Gove said flat-owners "should not be held responsible for paying for work that was not their responsibility in the first place," as he announced a change in government policy regarding dangerous cladding.

Gove has sent a letter to developers saying he expects them to contribute £4 billion to help making buildings safe again, and told the house of commons that if they refuse he will impose taxes amounting to what they owe.
