Synopsis: In the aftermath of the Rwandan genocide, in which an estimated 500,000-1,000,000 Tutsis were killed, the Tutsis who fled the country are slowly returning. Yet while many have returned safely, others remain sceptical that their safety will be guaranteed, with rumours of revenge killings spreading through the community. Lack of stability in the government and its institutions isn't helping; ministers have resigned or been sacked, and Rwanda's prisons are overcrowded.
