Running a random drug & alcohol testing program is a serious business. You must be fair and accurate using a scientifically valid random selection program. You should use an outside third party, you do not want to be accused of picking someone you do not like.

The purpose of random drug and alcohol testing is twofold: 1. Deter drug use or alcohol abuse among your employees; 2. Identify drug and alcohol users so they can get help for their substance abuse issues. Not having random drug and alcohol testing in your drug-free workplace program indicates a program with no teeth. For the drug-free workplace program to be effective you must have random testing.

The United States Department of Transportation (DOT) has an excellent model random testing program. Follow the DOT Best Practices Guidelines for a legally defensible and fair program. Some additional best practices are:

1. Use a scientifically valid random testing program
2. Know the difference between receiving a random selection list and appropriately notifying an employee to go for testing because he/she has been selected
3. Know your employee's schedule and the schedule of open hours of the testing facility
4. Once you notify an employee for random testing they must go immediately; there is no 1-hour, 2-hour, 3 hour, or 24-hour grace period
5. Know the Federal and State laws applicable to your company for random drug testing
6. Document, Document, Document
