"If chapter 4:59 in the Quran says to obey the law of the land, then does that mean that when un-Islamic laws are implemented in non-Islamic states, Muslim citizens should obey and follow these laws? Or are there limits to obeying the law of the land if it's a non Muslim land?" Dr. Shabir Ally explains that the verse does not say obedience to authorities is absolute. He says that if one is in a situation of tyranny, one can migrate away from it or exercise patience. Host Safiyyah Ally points out that conscientious objection is a recognized principle in liberal democracies countries. Dr. Shabir agrees, adding that freedom of religion is protected and there is room for discussion and accommodation in cases of disagreement.
