According to the sunnah and you do the correct intentions then you must believe that the reactions are coming from Allah ie produced by Allah because this is one of the rules of ruqya that the scholars agreed on ie the effect of ruqya is from Allah only. It can't be from the jinn!

The jinn are getting burnt or affected by the ruqya and that's why they react. If someone believes the jinn are the cause of the reactions then they have committed shirk. This is similar to when someone gets ruqya done and they feel better but then someone says you got better because you made yourself better by thinking positively
