DISCLAIMER:
Just to be clear, the In-Use Locomotive Regulation has NOT been put into law yet. I am unintentionally a little vague with my wording throughout the video, but the California law is still subject to final approval by the EPA. When I say that the EPA "approved" the regulation, I am referring to their recent amendment that gives individual states the option to impose stricter emissions laws. This video talks about what states can do now that they're allowed to enforce such regulations, as well as what will happen in California IF the law is approved by the EPA. Sorry for any confusion!
