In the 1930s, the black policy syndicate of Southside Chicago was at its peak. Because of the Great Depression, the people in the ghetto of the Southside were desperate. They saw the policy wheels, and gambling in general, as their ticket out of poverty.

The Southside bosses of this era amassed wealth never seen in earlier years of the racket. Characters like: the Jones Brothers (Edward, George, and McKissack), Julian Black, John Roxborough, and some of the old bosses, all took part in the 25 million dollar a year syndicate. Their investments and business ventures made them some of the richest Black men in the country.
