During a keynote presentation to the Scotonomics Festival of Economics in Dundee in March 2024, Fadhel Kaboub, President, Global Institute for Sustainable Prosperity, discussed the difficulties in an African Just Transition. Fadhel says, "You can not decarbonise a system that has not yet been decolonised." And he makes a very powerful argument for global change. Our conversation turned to Scotland.

Fadhel was describing African states, but much of what he said, in terms of domestic infrastructure and institutional support, sounded familiar. Could any of this be applied to Scotland? Can you describe Scotland as a colonial economy?

Fadhel sees many similarities and points to the role of "debt" as the key institution used to retain the power of post-colonial powers.
