Limit the types of calls that can be made from individual phone sets. This video is for the Nortle Norstar Meridian 0x32, Compact ICS, and BCM. The same features are available on the older 3x08, 6x16, and 8x24, but the programming menus are different.

Using "restriction Filters", you can define dialing restriction rules such as no 1+, no 411, no 1976 and many over combinations of dialed digits you wish to prevent. Then, you can apply these restriction filters to individual sets. Moreover, you can even set restrictions based on a time schedule using "restriction services".

Some sets are prone to toll abuse simply because of their location or the time of day. For instance, a phone is located in a very low trafficed area. Employees know this is a place they can go to make phone calls without being noticed. This would be a good candidate for a total restriction. You do this by creating a Restriction filter that disallows "ANY" digit from being dialed on an outside line.

As one keen audience member pointed out, you may ask "why not simply remove all the line appearances from the phone?" That would have a similar effect, but it would prevent a staffer from being able to retrieve a held call.

Also, keep in mind, Restrictions don't affect internal dialing. A total restriction of "any" digit will still allow station-to-station dialing.
