These include the rise of authoritarianism, disruptive technologies, populism, fake news – and the notion among voters that democracy is failing ordinary citizens. Consequently, democracy must be reclaimed bottom-up to make it locally relevant and grounded, while still retaining its fundamental attributes of rule of law, separation of powers, and popular sovereignty. While democracy is a universal norm, its contextual application is a prerequisite for its success.
