Was The Scarlet Witch A TRUE VILLAIN in Doctor Strange: Multiverse of Madness?

It was known that the Scarlet Witch (Wanda Maximoff) was going to be the "villain" in Doctor Strange: Multiverse of Madness. The question was how much of a villain would she really be? Wanda's intentions were only to find and be with her kids. Much of this movie is showing the lengths she's willing to go in order to make that happen, and it really builds off of what Wanda did in WandaVision when she created Westview.
