Elon says that Tesla is far advanced in the development of their next-gen low cost vehicle and that he reviews the production plans for that every week.

"The revolution in manufacture that will be represented by that car will blow people's mind. It's not like nay car production that anyone has ever seen; The first production line will be at Giga Texas. Giga Mexico will be the second place. It would take too long to complete the factory in Mexico."
